Understanding competency-based aviation learning

Original educational synthesis of selected historical passages. Not an operational procedure, licensing checklist or substitute for current approved documents.

Start with the work

Competency-based learning connects development and assessment with the capabilities needed in a working context. For a learner, the practical question is what evidence will demonstrate capability, rather than merely how many slides or classroom sessions a course contains. This principle does not remove regulatory requirements or replace approved training.

Context matters

Doc 10056’s inspected introduction is aimed at designers of ATC training. It explains that different regulatory, operational, technical and organizational environments call for adapted models rather than one universal programme. It describes development across initial learning, preparation for duties at an operational unit and maintenance of competence.

Distinguish the publications

The local Doc 10056 is guidance; Doc 9868 contains PANS training procedures. Their relationship matters when evaluating a claim that a course is ICAO based. Such wording alone does not demonstrate approval, recognition or a guarantee of employment. The responsible authority and provider must explain what applies in the specific case.

Questions for a prospective learner

Ask which role the training prepares you for, how performance is assessed, who the assessors are and what further unit or employer training remains. Also ask how feedback and additional learning are handled. The inspected local editions are 2017 and 2016, so this page is a conceptual introduction based on historical sources, not a statement of today’s mandatory training route.

Sources and reading trail

  1. Doc 9868 — 2nd, 2016; Foreword §§2–4, printed (x), PDF 12.
  2. Doc 10056 — 1st, 2017; Chapter 1 §§1.1–1.3, printed 1-1, PDF 15.

PDF page numbers count from the first page of the inspected file; printed labels are supplied separately. Local editions may contain later replacement pages. A page amendment is not evidence of a fully current consolidated document.
